The Department of Health and Human Services Appropriations Act, 2009, Pub. L. 111-8, Division F, Title II, 123 Stat. 524 (Mar 11, 2009), which earmarks $5,789,000 of the lump sum provided under the Office of the Secretary General Departmental Management appropriation ?to assist Afghanistan in the development of maternal and child health clinics, consistent with section 103(a)(4)(H) of the Afghanistan Freedom Support Act of 2002.?
