This announcement is to provide public notice of the Bureau of Land Management's intention to fund the following project activities without full and open competition. BLM Point of Contact Ilze Karklins-Powers, email: Ilze_Karklins-Powers@blm.gov, Phone: (307)-775-6293 OVERVIEW The Bureau of Land Management, Wyoming State Office, intends to award three cooperative agreements to provide noxious weed control on public lands in the Big Horn Basin, Wyoming.
Big Horn County Weed and Pest, Hot Springs County Weed and Pest and Park County Weed and Pest are the intended recipients. The anticipated length of each project is a five year period. The BLM will consider continued funding for the project upon (a) the recipient showing progress satisfactory to the BLM toward program goals and the determination by the BLM that continuation of the program would be in the best interest of the Government or (b) the availability of funds. The total project period for this award will not exceed 60 months.
RECIPIENT INVOLVEMENT The County Weed and Pest Districts will work to control noxious weeds on public and private lands in the Big Horn Basin Wyoming. The County Weed and Pest Districts will provide labor, equipment, supervision, transportation, operating supplies, and incidentals needed to perform weed control in the Big Horn Basin. The primary weed species being controlled include Russian Knapweed, spotted knapweed, white top, Dalmatian toadflax, Houndstongue, Canada Thistle, musk thistle, Russian olive, and Saltcedar. Each county will maintain pesticide application records for a minimum of ten years and will submit pesticide use reports once per year.
BLM INVOLVEMENT Substantial involvement on the part for BLM is anticipated for the successful completion of the objectives to be funded by this award. In particular, the BLM will coordinate with each county on priority areas to be treated. The BLM will actively participate in any Weed Management Areas or Weed CRM?s established by the counties. The County Weed and Pest Districts will submit a work plan each year detailing priority species and priority areas.
The BLM will review these documents and give further direction to the counties if needed.
