The Commercial Vehicle Information Systems and Networks (CVISN) grant program provides funding for States to advance technological capability and promote the deployment of intelligent transportation systems (ITS) applications for commercial vehicle operations (CVO), including commercial motor vehicle (CMV), commercial driver, and carrier-specific information systems and networks. These ITS/CVO applications include the real-time sharing of CMV safety data between FMCSA and CVISN States, online permitting and credential payment systems between States and motor carriers, electronic safety and credentialscreening of CMVs past weigh stations with the vehicles in motion, regional truck parking availability and reservation systems, and active work zone notification and routing systems for CMVs. On December 4, 2015, President Obama signed into law the Fixing America’s Surface Transportation Act [FAST Act]), Pub. L.
No. 114-94, which included additional language in section 5105 that affects the Fiscal Year 2016 CVISN Notice of Funding Availability. The language states, “Funds deobligated by the Secretary from previous year grants shall not be counted toward the $2,500,000 maximum aggregate amount for core deployment”. This provision allows those States that were previously awarded the full $2.5 million in Core funding, but had de-obligated a portion of that amount, the ability to re-apply for the unused balance.
