Full Description

FTA is accepting applications for the discretionary funds available in Fiscal Year (FY) 2008 for the Tribal Transit Program (TTP). The program was established under Section 3013 of SAFETEA-LU which authorized $45 million from the Nonurbanized Area Formula Grants Program (49 U.S.C. 5311) for FY 2006-2009, to be apportioned for grants directly to Indian tribes. Under the TTP, Indian tribes are eligible direct recipients.

The funds are to be apportioned for grants to Indian tribes for any purpose eligible under the Nonurbanized Area Formula Program (Section 5311 program). In FY 2008, $12 million is available for allocation to projects selected through the process announced in the May 21, 2008 Federal Register Notice and as outlined in this announcement. Prior to SAFETEA-LU, the Section 5311 program did not include a separate public transit program for tribes. Tribes were eligible under the Section 5311 program only as subrecipients.

SAFETEA-LU authorized a TTP and authorized tribes to be direct recipients of Section 5311 Program funds. As expressed in the Conference Report for SAFETEA-LU Congress intended that the funds available for the TTP not replace or reduce funds tribes receive from States under the Section 5311 program.
